Theo mục tiêu của NHNN thì đến hết năm 2011, tỉ giá USD sẽ không tăng quá 1%. Trong khi nhiều chuyên gia lo ngại khó kiềm giữ được mục tiêu này thì cũng có không ít ý kiến khẳng định VN hoàn toàn có đủ khả năng làm được điều đó.

Hunger and poverty are existing obsession to the mankind. Hunger and poverty are seen in almost all continents with different levels. Particularly in developing countries, hunger and poverty are even more burning issues. Hunger and poverty do not only mean inefficiency of food or materials, but also mean the inability to access services of necessity, such as: healthcare, education, and markets; and other community facilities, such as: water, sanitary, roads, transportation, and communication.

Promoting high-level internal force and striving to enlist external force is a main guideline of the Party in the progress of industrialization and modernization. While promoting internal force is considered the determining factor for the development, taking advantage of external force by seriously mobilizing external resources, through integration and international cooperation, is considered an importance factor.

Fiscal policy and state budget system have made major contributions to such results, with clear manifestations in macroeconomic tools, production development orientations, market regulation, price stabilization, and social living standards, etc.

In Vietnam, apart from the VND, there are two other means of payment that are gold and US dollar. Especially, in the recent stages of inflation, when confidence of the people in the domestic currency fell down, role of gold and US dollar has been confirmed. Therefore, there is a much close relationship among gold, US dollar and CPI in Vietnam. Any changes of one of the three types of prices also affects the other prices.
