Economic structure shift has always been one of major concerns in the renovation and economic development policy of the Party and government. In the Tenth National Congress of Communist Party, achievements (period 2000-2005) were highly evaluated. Also in the session, shortcomings and solid direction for renovation and economic structure shift were specifically identified, including: (i) Quality of growth is still low, while economic growth is largely based on in-width developing factors, and on traditional sectors and products; (ii) Economic structure is shifted slowly; (iii) Major economic areas have not made full use of their advantages to speed up the integration into modern economic structure; (iv) Economic components’ development does not correspond to their potentials; (v) Investment structure shows inappropriateness, main focus is not yet put on in-depth investment, and on high value-added sectors and jobs creation; trade deficit is still high.

The Vietnam economy has achieved steady growth since its implementation of Domoi. It has also experienced early stage of industrialisation process with increasing importance of manufacturing activities in the economy. However, the recent slowdown in economic growth and the prolonged weak competitiveness of the economy indicates the weakness of industrial structure. Among others, the major weaknesses are slow shift toward the industrial structure of industrialised economy, low capital efficiency, labour productivity and value added, new employments created by the manufacturing activities being not adequately offset those leased from agriculture sector, heavily dependence on internal markets for outputs and major inputs.

Over 20 years of the economic reform in Vietnam has brought about great success to the economy in term of growth, structure and using resources. Private-sector financing through public-private partnerships (PPP) has become increasingly popular around the world as a way of procuring and maintaining public-sector infrastructure, in sectors such as transportation (roads, bridges, tunnels, railways, ports, airports), social infrastructure (hospitals, schools, prisons, social housing), public utilities (water supply, waste water treatment, waste disposal), government offices and other accommodation, and other specialised services (communications networks or defense equipment).

Today, in the context of globalization and international economic integration, technological innovation has become one of the important factors determining the competitiveness of enterprises of all countries in general and of Vietnamese enterprises in particular. The past years of renovation, many Vietnam’s enterprises have been developing incessantly; put boldly investment in technology renovation, step by step as the imported technology ownership, thence they have created good quality products that enhance competitiveness in both domestic and international market.

Trade is often portrayed as an “engine” of growth in developing countries, but the metaphor is inapt as it implies that the direction of causality runs from trade (read export) to GDP growth.
