Vietnam's economy in 2007: Awaked potential or temporary booms?

Vietnam has just experienced the first year after its accession to the WTO. One year is too short indeed to be able to assess and recognize full impacts of WTO’s accession to Vietnam’s economy. Vietnam has undergone a long time of market-oriented reform and openness for more than 20 years. Vietnam has already engaged (and will continue to do so) in various regional free trade agreements toward broader openness in comparison with its commitments to the WTO. In this regard, differences between trade agreements may create different trade and investment effects. The dynamic and influential development of China and India have also made impact assessment of WTO accession on Vietnam’s economy more difficult and sophisticated.

Approaches and Issues in Establishment and Development of Economic Groups in Vietnam

In Vietnam, the idea of upgrading some 91 corporations towards business groups has been shaped since the Chairman of the Council of Ministers (is now the Prime Minister) promulgated the Decision No. 91/TTg dated 7th March 1994. Under this Decision, corporations with at least 7 members and one thousand billion Vietnamese Dong and over of capital can be developed towards groups. According to this Decision, 18 corporations were established and upgraded towards groups in order to dominate most economic industries. In fact, however, these are considered as larger-scale corporations called 91 corporations for short and holding important industries and positions.
