Trong vòng chưa đầy 10 năm, tổng quỹ đất đưa vào các dự án phát triển nhà ở trên địa bàn TPHCM đã lên đến gần 10.000ha (tương đương 1/2 diện tích đất của các quận nội thành). Sự phát triển nhà ở, đất ở quá nóng, nhưng không có các công cụ tài chính hữu hiệu đi kèm đã làm cho việc phát triển đô thị bị biến tướng, không phục vụ cho nhu cầu nhà ở mà chủ yếu phục vụ cho nhu cầu đầu cơ, tích tụ đất của một bộ phận nhỏ người giàu trong xã hội.
