Hơn 57,1 tỷ USD và 8,1 tỷ USD, đó là lượng vốn đầu tư nước ngoài (FDI) và số vốn FDI giải ngân được ở nước ta trong 9 tháng đầu năm nay. Hai con số đó đều rất lớn so với những giai đoạn trước đây nhưng tỷ lệ vốn giải ngân/vốn đăng ký lại khá thấp (chỉ hơn 14%) do còn vướng nhiều “lực cản”. Trong đó hai vấn đề nổi lên là nhân lực và công nghiệp phụ trợ.
