Services sector development : A key to Viet Nam’s sustainable

This paper is a short version of a larger study entitled Options and Recommendations for a Comprehensive Development Strategy for the Services Sector in Viet Nam up to 2020,1 conducted in 2004 in the framework of the project “Capacity Strengthening to Manage and Promote Trade in Services in Viet Nam in the Context of Integration” (or “Trade in Services” Project VIE/02/009), which is currently being funded by the United Nations Development Programme (UNDP) and implemented by the Department of Trade and Services of the Ministry of Planning and Investment (MPI).

Administrative reform in Viet Nam: Need and strategy

This article discusses the need for, and strategies of, developing a sound system of administration in Vietnam. It adopts a concept of administrative reform as the induced systemic improvement of public sector operational performance The paper examines the limitations and weaknesses of the present system of public administration from three perspectives: organisation; institution; and human resource. A strategy of reform is developedwith a focus on the three abovementioned dimensions. The main instruments of the reform are decentralisation, privatisation, contracting out, overhauling the existing legal system, enacting new laws and regulations, and training public servants. The potential difficulties of implementation are also analysed.

The transition to a socialist oriented market economy from a centrally planning economy has required the substantial change in the role of the state administration. Since the beginning of the renovation, a great attention has been paid to the reform of state administration as a prerequisite and a motive for promoting socioeconomic development. There has been substantial changes in state administration in the last 20 years, especially in regards to the functions and tasks of the state, which have shifted from the direct control over economic activities through administrative commands and mandatory planning system to monitoring and regulating the market.
