“Những yếu tố chưa hiệu quả, gây bức xúc, tiêu cực trong vấn đất đai thì lỗi không bắt nguồn từ chế định, mà do chúng ta thể chế hóa pháp luật về chế định đất đai là sở hữu toàn dân là chưa đầy đủ; thứ hai là những bức xúc, tiêu cực, không hiệu quả trong quản lý đất đai có nguyên nhân từ yếu kém trong quản lý đất đai từ địa phương. Như vậy cần tiếp tục khẳng định đất đai thuộc sở hữu toàn dân, còn những hạn chế nêu trên sẽ phải khắc phục”, ông Hoàng Thế Liên - Thứ trưởng Bộ Tư Pháp bày tỏ.
