Đây là một dự luật đã được trông đợi rất lâu, được chỉnh lý và xem xét qua nhiều kỳ họp Quốc hội, vì vậy đa số các đại biểu đề nghị sớm thông qua Luật này để quản lý đầu tư công hiệu quả hơn.
