
New ‘one-door’ policy should save residents time, headaches

Can you tell us about the "one-door" management policy and the expected results?
I would like to stress that this is a pilot project for the next six months. Beginning in May of 2005, we applied the ISO 9001-2000 management system to our department. More works must be done.
The first thing I can confirm is that this new policy should bring satisfaction to local residents, especially in land and housing procedures.
In the past, individuals and organisations had to make too many visits to our department and visit several sections as well. From now on, this will not occur.
Local residents and enterprises can submit and receive their information in one place. We are responsible for evaluating their forms and then sending them to the relevant sections and experts.
Feedback and problems will be resolved after a fixed time, ranging from seven to 54 days based on the area.
The important thing is that residents will clearly understand what they need to do to resolve any outstanding problems.
This new policy will not only save residents’ time and energy but will also reduce bribery.
Do you think the time for feedback can be reduced soon?
As I mentioned, it is a pilot project. We currently must use the old forms and regulations. But in the near future, all sections will be rearranged, procedures would be simplified, and forms unified. All work will be computerised.
I hope that after the pilot period ends the time for a reply will be shorter, especially for environmental impact statements.
Land issues, however, are more difficult because we have to ask many other related authorities to meet together and issue a final decision. Because of this, the time period for granting land certificates will still be 54 days.
Last year, the department provided over 180,000 certificates for agricultural land use and 529,000 for housing for farmers and local residents. This year, we plan to double that number.
Two major goals are reducing feedback time and providing clear reasons to residents and organisations for any delays.
What kind of forms do individuals and organisations have to submit to the department?
We receive forms and applications and then provide certificates on rent, registration, land-use transfer and land-use rights certificates.
Certificates about environmental quality, waste water, waste collection, storage and transfer of hazardous and solid wastes are granted by us, along with licences for exploring and processing natural resources, and seeking and exploiting underground water.
