Dung Quat EZ plan requires adjustment (11/4)

According to the Dung Quat management board, the EZ is considering accepting several large-scale projects such as an oil refinery, a blast-furnace steel plant, a heavy industries complex, and the shipbuilding complex. In order to create more favourable conditions for the projects, Dung Quat EZ will require some adjustment to its development plan.
While waiting for the adjustments to be realised, the Quang Ngai Peoples’ Committee and the Dung Quat EZ management board have reached consensus on locations to be reserved for several of the important projects.
A total of 455ha will be allocated to for the Tycoon steel plant project, while another 110ha will be given over to Doosan’s complex. The Vietnam Shipbuilding Industry Corporation (Vinashin), which will run the project on shipbuilding industry complex, will be allocated 192ha. Besides that, 70ha will be reserved for the construction of the Binh Thuan new urban area. Authorities have also reserved land funds for the logistics area (20 ha), and for an area serving the construction of the oil refinery.
Dung Quat EZ revealed that 30 out of 74 registered projects, totalling at $4.5bil, are now operational. The total industrial and service value in the first quarter of the enterprises operations reportedly reached VND105bil ($7mil). The enterprises exported $5.6mil worth of products during that time, generating 300 jobs.
Most recently, the Ministry of Construction approved the Toyo – Tokyo Kyuei joint venture’s sub-project for installation of a sea water supply and drainage system, and package No 4 under the Dung Quat oil refinery project. Toyo – Tokyo Kyuei is a combination of Japanese Toyo Construction Co. Ltd, which makes 51% of capital contribution, and Tokyo Kyuei Co. Ltd, injecting 49%.
The Dung Quat EZ management board and UK-based Amigos have reached a frame agreement on foreign investment in the Amigos plant in the Dung Quat EZ, which will specialise in making equipment for petrochemical plants inside and outside Dung Quat EZ.
The plant is planned to cover an area of 10 ha in the Saigon – Dung Quat sub-industrial zone. Capitalised at $12mil, there will be two stages for the plant’s construction and development, according to which, the first phase will be put into operation at the end of 2006.Source: Vietnamnet
