Tenth congress to work out directions for boosting comprehensive renewal (18/04)

Speaking at the inauguration ceremony, Party General Secretary Nong Duc Manh said that the tenth congress marked a development in the party's guidelines, policies and personnel work to meet demands in the new context.

At the ceremony, a representative of the Hanoi Party Committee and people noted that the achievements the nation had recorded over the past five years and during 20 years of renewal were of historical significance and constituted important momentum for Vietnam's further development.

She noted that all Hanoians as well as people around the country expected that the party and state would effectively carry out the fight against corruption, bureaucratism, and wastefulness while improving all areas of people's spiritual and material lives.

The congress will focus on reviewing results from 2001-2005, the carrying out of the resolution of the ninth congress; reviewing achievements and lessons from twenty years of renewal since the sixth congress and defining directions, targets and tasks as well as major solutions for national development from 2006 to 2010 in all fields ranging from socio-economic development, security, national defence, foreign affairs to the building of a political system.

In particular, the congress will discuss the building and rectification of the party in order to enhance the capacity and strength of the party; the making of the party pragmatically transparent and strong in political, ideological, and organisational terms; and the tightening of the party’s ties with people.

The congress will also consider amending some party statutes to promote democracy, intelligence and responsibility; elect a new Party Central Committee (tenth tenure), which will be sufficiently able, ethical and firm in spirit and substance to lead the country into a new era of development with the target of a "rich people, strong country, equal, democratic and civilised society" towards socialism.

The congress's highest priority is to define the strategic directions to accelerate comprehensive and far-reaching renewal, to ensure a faster and more sustainable national construction and development and to achieve set targets.

As many as 1,176 delegates are participating in the tenth congress. Around 11.6% of the delegates are female and 13.1% are from ethnic groups.

The oldest delegate is the 78-year-old president of the Ho Chi Minh City Association of War Veterans, Do Quang Hung. The youngest delegate is Dinh Huy, 30, chairman of the People's Committee of Lo Ku commune, Kbang district, Central Highlands Gia Lai province.

Up to 81.29% of the delegates are university or college graduates, 8.16% hold master's degrees, and 12.93%, PhDs. 3.66% are professors and associate professors.
