GDP per capita to be about 1,050-1,100 USD by 2010

General goals:
Boost the economic growth rate, achieving important changes in the effective and sustainable development, quickly bringing ourcountry out of the low development state.
Significantly improve people’s material, cultural and spiritual life. Create foundations to boost the industrialisation and modernisation process and gradually develop the knowledge-based economy, bringing our country into a primarily industrialised one by 2020. Stabilise politics, orders, and social security.
Firmly protect our independence, sovereignty, territory, and national security. Improve ’s status in the region and the world.

Annual growth rate to be 7.5 – 8 percent for 2006 – 2010 period:

According to price comparison Gross Domestic Product (GDP) in 2010 is 2.1 times higher than that in 2000. Annual average growth rate per capita for the period of 5 years 2006 - 2010 will be 7.5 – 8 percent (if domestic and international conditions favor, there will be more new opportunities to attain the GDP growth rate of above 8 percent). GDP per capita will be about 1,050-1,100 USD by 2010.

Economic sectoral structure in GDP in 2010 will be: Agriculture, forestry, and fishery products about 15-16 percent, industry and construction about 43-44 percent, service about 40-41 percent.

National budget revenue will be about 21-22 percent of GDP. Total export turnover will icrease by 16 percent annually. Total social investment will be accounting for 40 percent of GDP, of which domestic capital is 65 percent and external caital is 35 percent.

Creating jobs for over 8 million laborers:

By 2010, complete the universaisation of lower secondary school in all central cities and provinces, tertiary education is provided to 200 per 10,000 population. Trained labor rate reaches 40 percent of the total social labor. The population growth rate by 2010 is about 1.14 percent .

In five years, create jobs for over 8 million laborers, vocational training is offered to 7.5 percent people; urban unemployment rate stays uder 5 percent; reduce poor households (according to new standards) to 10-11 percent by 2010; 100 percent households in need can have houses to live in, with the average of 14-15m2 per capita.

Relating to health service, draft 5 years plan also identified indicatiors for beds, doctors, pharmacitism as well as reproductive health care for maternity and children.

95 percent of urban population and 75 percent of rural population to have access to clean water:

All industrial zones, export processing zones are equipped with centralised wastewater treatment system, 80 percent of hazardous waste and 100 percent medical waste treated. Strive to reach 95 percent of urban population and 75 percent of rural population to have access to clean water. Increase forest coverage to 42-43 percent.

By 2010, strive for 100 percent of level-1, 2 and 3 cities, 50 percent of level-4 cities and all newly built production establishments to apply clean technology or equipped with pollution minimisation facilities, ensure waste treatment and 50 percent of production and business establishment satisfy environmental standards.

Development orientation by region in period 2006-2010:

The objective of socio-economic deveopment by region in period 2006-2010 is to promote the advantages and competitiveness of respective region in an overall linkages, creating pervasive impacts with the aim to accelerate the socio-economic development of all the region throughout the country.

With regards to the 3 focal economic zones (the north, the central and the south): Carrying out the socio-economic tasks of the Political Bureaur ad decisions of the prime minister on orientation of socio-economic development of focal economic zones.

Establishing a number of large and high-grade economic groups. Concentrating on development of economic areas, industrial parks and export processing zones, hi-tech areas on basis of building up the current capacity and new establihments to stimulate the development process. Making shape of comprehensive infrastructure system in association with environment protection, especially the network of national highway and network of inter-regional transport roads that create conditions for inter-regional development and international co-operation. Accelerating development pace in a number of key economic corridors together with the routes of national highway.

Developing urban system toward modernisation with the establishment of small and medium scale cities and chef towns and towns in those rural areas that have conditions for development. Developing potentiallities in science and technology, especially high technology, producing new materials, developing high quality services such as telecommunication, finance, ensurance, banking. Developing human resources with high quality.

With regards to disadvantage areas: Carrying out the socio-economic tasks of the Political Bureaur and action programmes of the prime minister on orientaion of socio-economic development of these areas. Concentrating on infrastructure development, firstly on the transport network, irrigation, provision of clean and safe water, electricity, development of education and training, enhancing intellectual level of population and quality of human resources.

Mobilising investment resources for disadvantage and poorest areas to facilitate their quick development and to narrow down their gap with the national development level. Developing social safeguard to support the low income and the poor people. Strengthening vocational training, creating jobs, reducing the workload and increasing the income of women. Accelerating the process of poverty alleviation in the disadvantage areas.

Development of marine economy: Bringing Vietnam to a strong country in marine economy; associating the development of sea economy with national defence and security, and international co-operation. Developing transport roads, sea ports, economic establishments in the coastal areas in combination with the construction of defence work for the sea area.

Developing science, technology and human resoures for marine development. Making investment in aqua culture and sea product exploitation, sea transport, tourism, exploiting and processing oil and gas as core integral part in the marine economy.

Developing industry and service sectors to support the development of marine economy. Establishing general service enterprises in a number of sea ports and islands. Consolidating conditions and strengthening security forces for sea areas to hold Vietnam’s sovereignty of sea and islands. Developing the sea forecast and research centres.

On “Territory formed economic zones”, report on 5 year socio-economic development plan 2006-2010 has expressed objective tasks, socio-economic solutions for 6 regions of The Northen Midland and mountainous areas, Red river Delta, Northern Central and Central Western Coastal Area, South Eastern region and Mekong Long delta.
