This is amongst the tasks and orientations devised for the country's socio- economic development in the 2006-2010 period.
Lessons drawn from the nation's 2001-2005 socio-economic performance became directions for the implementation of the 2006-2010 socio-economic plan, Deputy PM Dzung said.
He particularly mentioned lessons such as those on rapid and durable development, making the best use of resources, and international economic integration while maintaining a self-reliant economic policy.
In the 2006-2010 period, the Government is determined to further improve the people's material and spiritual lives and to hasten the course of industrialisation and modernisation while building a knowledge-based economy towards the target of industrialising the country by 2020.
In the report, the Deputy PM underlined the tasks of maintaining political stability and social order, firmly defending independence, national sovereignty, territorial integrity and national security, and elevating the country's prestige in the regional and international arenas.
To accomplish those tasks, all-out changes must be made in various sectors and spheres, the Government leader emphasised.
He referred to the compilation of a complete institution in service of the socialist-oriented market economy as a tool to monitor and stabilise the macro-economy.
Reform of administrative apparatus and enhancement of State management must be sped up together with other solutions to prevent and fight corruption, he said. In addition to those solutions, the Government leader also underscored the necessity of continuing to complete a legal system in support of the market economy.
Mr Dzung noted that policies need to be implemented consistently in order to create a favourable environment for investment and business activities and promote the development of different types of businesses.
Renewal and equitisation of State-owned enterprises must be accelerated in order to help them further sharpen their competitive edge in the course of integration into the global economy, the Government leader stressed.
He also mentioned the need to boost the growth of private and collective economic models and to renew investment and financial policies and planning work in implementing the 2006-2010 socio-economic plan.
