In the meantime, the two countries are processing necessary legal procedures in line with each country's regulations while continuing settle remaining issues.

"I can’t say the specific day for the signing but it is sure that the two sides will sign very early," he said.

So far, Vietnam has wrapped up negotiations with 28 partners and conducted 27 rounds of multilateral negotiations. The next multilateral round is scheduled for July and Mr Tuyen said he hoped it would be the last.

Conditions are favourable for Vietnam in this multilateral round as the country has undergone a 20-year renovation and has come closer to institutions guiding the market economy, he said. The National Assembly in 2005 adopted a series of important laws, such as the Enterprise Law, the Common Investment Law, the Trade Law (revised), the Law on Intellectual Property Rights, and the Competition Law, to create an important legal foundation to help the country implement the commitments it made in previous multilateral negotiations, Minister Tuyen stressed. He affirmed that WTO accession would facilitate reforms in the country, thus creating a new environment for business and investment activities while making better use of internal resources and luring more foreign investment.

He also believed that WTO membership will be the premise for the development of trade and investment that would foster a stable and predictable environment and transparent policies that would assure investors.
