Understanding commitments a key for post-WTO success: official (29/05)

Ngo Quang Xuan, Vietnamese ambassador at the World Trade Organization said priority should be given to improving local relevant agency and business comprehension of Vietnam’s pledges in many arenas.
Speaking on the sidelines of the ongoing APEC senior officials meeting Monday, Xuan stressed the country faced a lack of coordination between authorized agencies in popularizing the WTO commitments, particularly to businesses.
"For instance, we should disseminate a detailed itinerary of tariff cuts so that businesses can seek effective solutions to tackle problems," Xuan told local reporters.
The ambassador said the reduction of tariffs imposed on beef imported from the United States in accordance with the commitments would affect Vietnam’s cattle breeding industry across the board.
However, he emphasized local industries should define which fields they must focus on to not only maintain their market share at home but also promote sales abroad.
Regarding WTO negotiations, Xuan said Vietnam was trying its best to conclude bilateral negotiations and expected the US Congress would consider Vietnam’s protocol of WTO accession in its upcoming sitting.
If everything goes smoothly, Vietnam will be admitted to the WTO in mid-November, he said.
Asked which itinerary would be the best for Vietnam after joining WTO, Xuan said the country should focus on middle to long-term itineraries and strategies.
A short-term strategy would cause many difficulties for small and medium businesses that rely on State subsidies.
Vietnamese manufacturers will face fierce competitions from the influx of imported quality and low-cost commodities, he said.
Many local enterprises will face bankruptcy, seeing local brands disappear from the domestic market, Xuan said.
"However, I believe Vietnamese people will strive forward to help their goods gain a firm foothold to in its domestic market," Xuan said.
