
WTO laws almost complete, says justice ministry official (31/08)

The laws necessary for Viet Nam’s entry to the World Trade Organisation are almost complete, reports the Justice Ministry’s senior expert in International Law Department.
The success could be attributed to the capacity of the National Assembly and its Standing Committee for renovation and their law-making skills, said the International Law Department’s director Dr Hoang Phuoc Hiep.
Among the many legal documents prepared were almost 40 that had been needed to be completed for the tenth round of WTO negotiations in Geneva.
The new laws had also been required for international economic integration.
Dr Hiep said the list included 20 legal documents written last year that related directly to a WTO member country’s obligations and which had since been lodged with the organisation’s secretariat.
Among them were the Law on Conclusion, Accession to and Implementation of International Treaties; the amended Trade Law; the Auditing Law; the amended Maritime Navigation Code; the Tourism Law; the amended Import and Export Tax Law and the Enterprise Law.
Parliament had passed ten draft laws so far this year with another 14 likely to be approved before 2007.
These included the Execution of Judgements Code and the Law of Association.
Both basically met WTO requirements.
Dr Hiep said Government ministers, ministries and agencies had issued many guides to the laws and ordinances.
The WTO negotiation team had held an unofficial meeting to evaluate the legislative programme and adjudged it satisfactory.
WTO member countries had appreciated the writing of the laws and the subsequent legislative programme and this was beneficial to the WTO negotiations – a process that should be finished by the end of the year.Source: Vietnam News
