Self-regulating tax system for enterprises to begin next year

It means they will have responsibility for the calculation and payment of their own taxes.

Introduction of the new system would follow a two-year pilot programme due to end later this year, said General Department of Taxation deputy general director Le Hong Hai.

Participans had been responsible for the calculating and payment of four types of taxes: Value added; corporate; special consumption and resource.

The modern management method was applied throughout the world and would reduce the Tax Office’s work load and give its officers more time to focus on supervision and assessments, she said.

It would also reduce administrative costs and make enterprises more aware of their responsibilities for taxes.

The pilot porgramme had shown that supervision could be accurate and effective while the management quality of tax offices had been improved.

It had been supported by enterprises and organisations.

The trial was held in Ha Noi and HCM City as well as the provinces of Dong Nai, Vung Tau, Quang Ninh, Thua-Thien Hue, Khanh Hoa, Binh Thuan and An Giang.

The number of enterprises with responsibility for the calculation and payment of the four taxes had risen from 449 in 2004 to 4,126 now.

The deputy director said the new system would help eliminate losses to State revenue and promote equality among tax payers.

Enterprises would also be entitled to help from tax offices.

Statistic show that the tax offices in Ha Noi, HCM City, Dong Nai, Vung Tau and Quang Ninh had provided answers for 1,750 inquiries made by telephone and 187 written queries in the first three months of the year.

Fifty seminars that drew 5,103 participants had also been organised.

Now the tax offices were focused on perfecting their organisation and improving the quality of their staff so as to properly apply the new system when it begins in 2007, the deputy director said.
