Hanoi to further administrative reform to speed up economic growth (21/09)

In the reviewed period, the city’s industrial sector grew by 13.3% per annum; the service sector, 10.45% and the agricultural sector, 2.05%. Local social investment increased 17.6% annually on the average.

In the first half of this year, Hanoi’s GDP was estimated to rise 11.16% from a year earlier. Budget revenue surged 10.4%, social investment totaled VND25,300 billion, up 15.5%.

Hanoi is currently in cooperation with ministries and agencies to study the planning of the capital city and the Northern key economic zone. The city also cooperates with Seoul, the capital city of South Korea to implement the project on planning of the Red River.

The city has basically completed the construction of the general development program and is implementing the socio-economic development strategic to 2030 with a version to 2050.

The local authorities asked the Prime Minister for a higher local budget ratio in the phase from 2007 to 2010 for implementation of infrastructure projects in preparation for the 1000th anniversary of the city’s founding.

They also proposed to the Prime Minister a number of issues related to investment policies, infrastructure, urban management, etc...

Prime Minister Nguyen Tan Dung highly valued Hanoi achievements in socio-economic development and requested the city to strive for an economic growth rate of 12% this year so as to contribute to achievement of the target of a 8.5% GDP growth rate for the whole country.

To do that, the city would have to save costs to reduce cost prices, the Prime Minister said. He required the local authorities to focus on administrative reforms, especially the relationship between the authorities and people and businesses.

The Prime Minister also urged Hanoi to push up anti-corruption and practice thrift and invest more in high-tech industries and the service sector.
