Prime Minister addresses APEC Investment Forum 2006 (15/11)

The following is the full text of the PM's speech at the forum:

"Being a dynamic economic region comprising of 21 member economies and accounting for 40 percent of the world population, 56 percent of the world GDP and 48 percent of international trade, APEC has an important role to play in economic development on the global scale. Since its establishment 17 years ago, through its active undertakings, APEC has made worthy contributions to the development of APEC members, especially by creating opportunities for trade and investment within APEC and between APEC and other regions on the basis of equality, mutual benefit and shared development.

"The 14th APEC Economic Leaders' Meeting will be taking place at a time when the world economy is facing both opportunities and challenges, requiring cooperation and solutions to sustain the momentum of and allow APEC to further grow and play a greater role in the sustainable development of the world economy.

"In this context, the APEC 2006 Investment Forum takes on even more significance as it provides us an opportunity to share experience, work out measures to improve investment environment and quality and contribute to the theme of the 14th APEC of "towards a dynamic community for sustainable development and prosperity" with the Ha Noi Plan of Action to materialise the Busan Roadmap to achieve the Bogor goal of liberalisation of trade and investment.

"After 20 years of the Doi Moi, including 8 years participating in APEC, Viet Nam has made profound changes characterised by high rates of economic growth, 7 percent annually on average, the figure for 2005 was 8 percent. Viet Nam also enjoys political stability. The Vietnamese people are happy with improved living standards and strongly believe in national development policy adopted by the Communist Party and State of Viet Nam. Viet Nam's external relations and international economic integration have been deepened and broaden. At present, Viet Nam has trade relations with 220 countries and economies, 8,000 foreign direct investment projects from 76 countries and economies with the total registered capital of 70 billion USD. APEC plays an important role in economic development in Viet Nam and accounts for 70 percent of Viet Nam's export and 73 percent of FDI into Viet Nam.

"With the goal to graduating Viet Nam from the low development status, substantially improving the material, cultural and spiritual life of the Vietnamese people and laying down a foundation to turn Viet Nam into an industrialised country by 2020, besides bringing into full swing the internal strength, Viet Nam always spares no efforts to expedite international economic integration and pursue the consistent policy of being a friend and reliable partner of all economies, nations in the interests of peace and friendship on the basis of mutually beneficial cooperation and shared development. Viet Nam has just become the 150th member of the WTO and is the only candidate nominated by Asian countries for the non-permanent membership in the UN Security Council for the term of 2008-2009. It is also Viet Nam's honour, for the first time, to host an APEC Economic Leaders' Week of which our investment forum today is an important related event.

"We strongly believe that the forum and another related events of the APEC Economic Leaders' Week will present APEC members including Viet Nam a large window of opportunities for economic cooperation, market expansion and investment promotion to achieve prosperity in each and every economy, as well as the APEC as a whole on the basis of consensus, equality, mutual benefit, shared development, thus making contribution to stability and development in the region and the world at large.
