MOLISA reports on labour force during WTO period n(21/11)

The Ministry of Labour, War Invalids and Social Affairs (MOLISA) is working on a report on issues related to labour and the job situation in the WTO era and the proposed solutions for expected problems.
MOLISA said that the labour force was one of the biggest advantages of Vietnam as Vietnamese workers are young and skilful, and the labour cost is cheap in Vietnam. However, the ministry has also identified the weak points of the majority of Vietnamese labourers in qualifications and in labour discipline.
The statistics showed that 74.7% of the total labour force has not been trained; most of them live in rural areas and underdeveloped areas. The scale of Vietnam’s labour market remains relatively small, and the number of people joining Vietnam’s labour market just accounts for 20% of the total labour force.
Labour experts have warned that many problems will arise in these first years of Vietnam’s WTO membership. Many workers will become redundant and lose their jobs from the fields and the enterprises with low competitiveness, and they will need help from social security.
MOLISA has also drafted solutions to create jobs and develop the labour market in the WTO era, highlighting the need to complete the legal framework on employment which must come in line with WTO rules. According to the ministry, the Labour Code needs to be amended by 2008.
The ministry has stressed the need for socio-economic development as the long term and most important solution for labour problems. Raising professional abilities and improving the social security system to help eliminate hunger and reduce poverty have been outlined as the most important tasks nowadays.
In its report, MOLISA stresses that it has just covered several issues relating to the labour force and labour market. The ministry says it hopes that it will be assigned by the Government to further research the issues at the national level.
