The figure was reported at the 8th meeting of the Ha Noi People's Council, which opened on Dec. 7 to review the implementation of socio-economic and defence tasks in 2006.

The city's industrial production and construction value rose 13 percent; service revenues, 11 percent; and agro-forest-fisheries production value, 1.1 percent.

Ha Noi's total export value for this year was estimated at nearly 3,6 billion USD, a 25 percent increase over last year.

This year, the city attracted 182 foreign direct investment projects with a combined registered capital of 1.16 billion USD.

Speaking at the session, National Assembly Nguyen Phu Trong said Ha Noi should focus its efforts on speeding up economic growth while raising the effectiveness, sustainability and competitive edge of the capital's economy.

Ha Noi should also improve its cooperation with other localities in the region as well as its ties with other regions to bring into play the capital's key role in the northern key economic region and in national economic development, Trong said.

He urged the city to invest greater in urban management and development in combination with caring for the people's material and cultural life, ensuring the effective implementation of social policies.

Ha Noi authorities at all levels and in all sectors have to join the fight against corruption, wastefulness and negative phenomena, considering it as an especially important task, Trong affirmed.

He said the city should strive to ensure publicity and transparency of administrative agencies' activities and strict implementation of administrative procedures, particularly activities related to citizen's rights and obligations and businesses' production and operations. Strict punishment must be given to violators at any level, he said.
