Government sets steps to reach ‘07 budgetary, economic goals (23/01)

Resolution No 03/2007/NQ-CP sets goals for this year to: put in place market economy systems; make positive changes in all economic sectors, especially agricultural production and the rural economy; improve the investment climate and enhance the effectiveness of investment; renew financial and monetary policies; implementing international commitments; comprehensively develop education and training in science, technology, culture and information, and sports; effectively address urgent social, cultural and environmental issues; and strengthen administrative reforms and the battle against corruption and waste.

Under the resolution, the Government would also move to further perfect the legal and regulatory system consistent with targets set by the National Assembly and the Government’s working agenda.

The Government would focus on developing all kinds of markets, creating favourable conditions for expanding business activities and types of enterprises, and adjusting price mechanism as per market mechanism.

The resolution outlines responsibilities of ministries and local authorities in developing agricultural production and the rural economy and improving living standards for farmers.

In terms of the State budget, the Government asked localities to avoid haphazard investment and focus on major projects and construction works, especially irrigation works and projects in education and training and science and technology as well as providing matching capital for official development assistance (ODA)-funded projects.

The Government also requested the State Bank of Viet Nam to restructure and improve the management and competitiveness of credit institutions. The State Bank was told to instruct State-owned commercial banks in fulfilling the roadmap for equitisation approved by the Prime Minister, with Vietcombank, Mekong Housing Bank, BIDV and Incombank the first banks to undergo the equitisation process.

The Ministry of Trade, in co-ordination with the Committee on International Economic Co-operation, was asked to submit to the Government a plan for meeting WTO commitments within the first quarter of this year.

The Ministry of Education and Training would collaborate with relevant offices to issue policies for developing and improving the operation of non-State and community schools and shifting some educational institutions from the State sector to non-State and private ownership.

The resolution orders ministries, offices and People’s Committees to map out their own working agendas and review progress monthly.
