
Vietnam woman pays record personal income tax of $181,000

Le Thi Minh Hoa of Alcon Pharmaceuticals Ltd’s representative office paid over seven times more tax than the next entrant on the city tax department’s list of 10 highest income tax payers in the city. She is followed by Vu The Du, an employee in the representative office of GFK Asia Pte Ltd, a German-headquartered firm providing Asian retail and technology market data. The 10, all working for foreign companies, paid a total of VND5.2 billion. People earning over VND5 million ($312.5) a month are liable for income tax subject to a progressive rate of 10 to 40 percent. Nguyen Thai Son, head of the HCMC tax department’s personal income tax section, attributed the record payment paid to rising awareness of tax obligations prompted by WTO accession. Vietnam joined the global trade bloc earlier this year. He admitted that a current ordinance on personal income tax obligations was inadequate as a result of which many people working for foreign representative offices in Vietnam under-declared their incomes. There are around 2,500 such offices in the city alone. The top 10 personal income tax payers in Ho Chi Minh City for 2006 (US$1 = VND16,000): 1.
