Minimum monthly salary to be raised to $33.75

Experts have suggested the minimum wage level after considering three main factors, including the minimum demand of labourers, the average income of labourers and the capability of the national economy. According to the Steering Committee for Salary Mechanism Reform, the minimum demand of labourers has been considered the decisive factor to define the minimum wage level.

The minimum demand includes the demand for food, for non-food things and the spending on feeding and educating children.

The steering committee has drawn up two projects to raise the minimum wage level. In the first one, the minimum wage level would be raised to VND518,000 ($32.37) a month from VND450,000 (15%). In the second one, the minimum wage level would be raised by 20%, to VND540,000 ($33.75)

If the first project is applied, Vietnam will only see the single minimum wage salary policy for both the foreign invested and state owned enterprises by 2012, provided that the foreign invested enterprises would also raise the minimum wage level by 6-8% (enough for covering the slippage in prices). Experts said that six years (from 2007 to 2012) would be a too long period.

If the second project is applied, which means the minimum wage level will be raised to VND540,000, the single minimum wage policy is likely to be reached by 2010.

In parallel with the drawing up of a single minimum wage policy for both the foreign invested and state owned enterprises, the steering committee is also drawing up the projects on minimum wages for four different areas, considering the difference in prices and labour markets in the areas.

If one of the two suggested projects is approved by the Government, the new policy on minimum wage level would be effective in early October 2007.

2007: will there be three regional minimum wage levels?

The Ministry of Labour, War Invalid and Social Affairs (MoLISA) said that it is planning to set up three minimum wage levels for three regions.

The first region will include the inner Hanoi and inner HCM City, the second region will include the suburb of Hanoi and HCM City, the inner Hai Phong, Ha Long (Quang Ninh province), Bien Hoa (Dong Nai), Vung Tau (Ba Ria – Vung Tau), Thu Dau Mot town, Thuan An, Ben Cat, Tan Uyen (Binh Duong Province). The third region will include the remaining localities.
