One-stop shop creates avenue for new investments (02/04)

A national forum on streamlining the nation's administrative procedures for enterprises with a one-stop shop model was held in the capital early this week, where participants heard that the application of the needed model to be accelerated.
The forum, jointly held by the Ministry of Planning and Investment (MPI) and the Vietnam Private Sector Support Programme (VPSSP), also reviewed application of the one-stop model in several provinces across Vietnam.
Tran Kim Hao, from the Central Institute for Economic Development, said cumbersome procedures were slowing down local business development.
"Despite much effort in creating a favourable environment for the operation of enterprises, Vietnamese enterprises are failing to develop as expected with low competitiveness and one of the reasons behind this is cumbersome and distractive procedures," said Hao.
Hao said complicated administrative procedures in many cases made enterprises and investors lose their motivation for launching a new business.
"Therefore, we need a one-stop shop mechanism at state management agencies where staff will be authorised to process administrative activities of organisations and citizens ranging through one local point," Hao said.
Several cities and provinces in Vietnam had successfully applied the model and seen a considerable increase in new business start-ups.
According to Haiphong's Department of Planning and Investment (DPI), during the six months after the new model had been applied, he number of new businesses in Hai Phong increased by 30% compared to the six previous months.
The department said enterprises only need to come to one single DPI office to receive guidance and submit three kinds of dossiers for business registration, where they can also receive the results of their applications within 13 to 15 working days.
Meanwhile, the southern province of Can Tho reported a considerable reduction in the length of time it took to issue land use certificates, dropping from 21 days previously to 5 to 7 days.Source: VNAgency
