Tran Van Dung, Director of the Hanoi Securities Trading Centre (HASTC), talked to the press about this issue.
Vietnamese companies have been invited to list on foreign bourses. Will Vietnam invite foreign companies to list on Vietnam’s bourse?
I can say that we have been thinking of inviting foreign companies to list on Vietnam’s bourse and we have created a frame policy and orientation for that. However, it is too early to say more about the listing of foreign companies on Vietnam’s stock market.
Vietnam’s stock market has been operating for only six years, and it remains very young. I think a lot of things need to be done to prepare for the listing of foreign companies. I think foreign invested enterprises will list on the bourse first, before 100% foreign owned companies enter the market.
What are the reasons, low management capability or unattractive market?
A six-year old market is not ripe enough to be the place for foreign companies to list on.
I have heard that Vietnamese enterprises are only allowed to list on the foreign bourses that Vietnam has signed cooperation agreements with. Is that information true, and are there any differences between the agreement signed by HASTC and the HCM City Securities Trading Centre (HSTC)?
I’ve never heard that information. Vietnamese enterprises have the right to list on foreign bourses without having to ask for permission from the State Securities Commission (SSC). They just have to inform SSC about the listing. However, it would be better if Vietnamese enterprises list shares on the bourses which have signed cooperation agreements with Vietnam. In this case, the two sides will be able to exchange information, and make timely decisions to protect the rights of investors and listing companies.
How many enterprises do you think will list their shares on foreign bourses in 2007?
I think one or two companies. Vietnamese enterprises have the desire to list on foreign bourses, but they need to prepare well for the listing in terms of legal bases, and they should anticipate difficulties they will face. In fact, I think the enterprises cannot imagine all the difficulties they will meet.
Which risks do you think Vietnamese companies will have to face on foreign bourses?
Investors may hesitate to make investment in Vietnamese companies as they do not know anything about the companies. Besides, if Vietnamese companies do not know the laws of the host countries well and violate the laws, they will lose their prestige. I can say that once a company loses its prestige on a foreign market, it will also lose prestige on the domestic market.
