ODA disbursement slow (17/05)

Deputy Minister of Planning and Investment Cao Viet Sinh said that Vietnam’s receipt of official development assistance (ODA) was very good now but ODA disbursement was very slow, especially for electricity, energy, transport and agricultural areas.

In the first four months of 2007, the source of ODA that Vietnam signed through agreements with donors reached US$1.18 billion, (including $1.16 billion of loans and the remaining non-refundable aid) but only $520 million has been disbursed.

 

Slow disbursement of ODA may impact the country’s attraction of ODA, said Deputy Minister Sinh.

 

Explaining the situation, Mr Sinh said that because of complicated administrative formalities, some projects were not implemented until three years after Vietnam had received the capital. In some cases, localities don’t have enough reciprocal capital under the requirement of donors.

 

To deal with the situation, the Ministry of Planning and Investment is designing a circular guiding the implementation of Decree 131 on managing and using ODA and plans to issue the circular before the mid-term consultative group meeting on June 1-2 in Ha Long city, Quang Ninh Province.

 

In late April, the ministry met with five donors, the Asian Development Bank (ADB), the Japan Bank for International Development (JBIC), the World Bank (WB), the French Development Agency (AFD), and the German Development Bank (KFW), who account for 80% of Vietnam’s ODA, to evaluate the effectiveness of ODA use in electricity and energy areas.
