The Research Institute for Industrial Policy and Strategy under the Ministry of Industry has released the result of the survey conducted on 500 industrial enterprises.

Some 90% of polled enterprises said that it is necessary to amend the policies on domestic taxes to make it suitable to the new circumstances.

As for the regulations on export – import and customs procedures, 17% of enterprises said that they hope to see a thorough reform, and 78% said they expect changes.

Enterprises have also expressed their special interest in international cooperation and 70% of them said it is necessary to have new policies on the issue.

The survey showed that the policies on business climate and on state owned enterprise equitisation had the biggest impact on the operation of enterprises. The programmes on industry stimulation and the policies on training human resources proved to have least effectiveness on industrial enterprises.

In general, enterprises keep an optimistic view on Vietnam’s joining to WTO. Regarding the readiness of enterprises for the WTO period, 60% of enterprises said that they will face big difficulties in human resources in the WTO period.

What industrial enterprises fear most is the trade barriers and technical barriers, especially the requirements on products quality.

Phan Dang Tuat, Head of the Research Institute for Industrial Policy and Strategy said that the policies enterprises have suggested all relate to the urgent and important issues in industrial production for now and the coming time.

According to Bui Xuan Khu , Deputy Minister of Industry, up to now, the process of forming up policies seems to ignore enterprises’ opinions.

“It is the right time to change this way of making policies, so that enterprises can be the subjects that can enjoy benefit from policies,” he said.

Mr Tuat said that in the time to come, his institute will join forces with relevant agencies to consider amending existing policies to ensure favourable conditions for enterprises’ operation.
