Deadline for 3% decision: Dec 31, 2007 (29/06)

The news was announced by the leader of the central bank at a meeting with the Vietnam Banking Association (VNBA) on June 28 in Hanoi.
The decision, which was promulgated one month ago, stipulated that loans given for securities investments by commercial banks must not be higher than 3% of the banks’ total outstanding loans.
The document has extinguished the hope that the central bank may reconsider the 3% decision after a lot of banks expressed their displeasure. Right after the decision was made, bankers complained that their operations would suffer and clients would keep away if the banks could not provide loans any more.
Bankers still believe that the outstanding loans for securities investments are within the safety line. They have had to refuse serving many clients since the decision was released, while the number of clients asking for loans for securities investments remains very big.
According to VNBA, except for state owned banks, which have very low ratios of loaning for securities investments, other banks have ratios higher than the allowed level, at 7%, while the figures are surprisingly high in a few banks.
