PM Adopts Measures to Curb Price Increases (03/08)

PM Dung asked the Finance Ministry to form working teams right away for checking and controlling factors causing prices of commodities to experience sharp rises such as gas and steel, and for preventing price exclusivity, untoward speculation, and unreasonable price fixing.
The Ministry was also asked to reduce taxes imposed on importing livestock meat, poultry, eggs, livestock feed, and to extend the deadline for payment of value-added tax on commodities and materials imported for production.
He said the customs clearance for imported foodstuff and essential consumption goods must be done within one day.
The Ministry has to immediately organize an issuance of Government bonds, treasury bonds, and treasury bills of several terms to attract capital.
In the third quarter of the year, the Ministry will have to work with production management authorities, and related companies engaging in major fields to seek the most appropriate means to monitor prices of important materials, commodities and services such as electricity, coal used in cement production, phosphate, writing-paper, bus tickets, running water, and post services.
The Ministry will have to reach an agreement with the Ministry of Post and Telematics and relevant agencies to reduce prices of telecom services and some other services and goods during the third quarter.
The PM ordered the Planning and Investment Ministry to adjust the capital allotted to slowly and ineffectively implemented projects to those which need funds for urgent use.
The State Bank of Viet Nam was requested to review monetary policies, stabilize foreign exchange rates and the interest rate of Viet Nam’s currency, and to prevent sudden changes in the monetary market.
PM Dung said the Industry Ministry has to supply enough power for production and people’s use.
The Agriculture and Rural Development Ministry has to cooperate with the Trade Ministry and People’s Committees of Mekong Delta provinces to manage rice exports appropriately, reserve provisions, and stabilize local rice prices.
The Health Ministry must control the medicine market, prevent speculation and exclusivity in medicine, and not let medicine prices increase unreasonably.
The PM also asked Education and Training Ministry to prevent unreasonable increases in prices of books.
Prices of Many Commodities Increased in Ho Chi Minh City’s Market on August 1 As HCMC’s Finance Department forecast, on the first day of August there was a price increase in some new products at about 5 to 20 percent over the previous month. Milk prices jumped yesterday, with Mead Johnson products rising by VND5,000–VND96,000 (US$0.3- 6) per tin. Prices of aquatic products increased the most sharply. At Binh Dien Market yesterday, the wholesale price of aquatic products increased VND1,000-VND5,000 (US$0.06-0.3) per kilogram. Though Vissan canned food increased by 5-10 percent, demand was still high. At supermarkets, people queued up to buy Vissan pork. The volume of Vissan pork sold daily increased from 14 tons to 18 tons. The volume of livestock meat and sea products sold at CoopMart, Vinatext, Metro and Big C also increased by 15-30 percent. According to Nguyen Thi Hanh, Deputy General Director of the HCMC Commercial Cooperative Union (Saigon Co.op), and Bui Duy Duc, General Director of Vissan Co., the demand for safe meat has increased at supermarkets due to a blue ear disease breakout in pigs. Mr. Duc said Vissan currently has a large supply of food, and so the company will keep prices unchanged. |
