The US Customs has not yet released the official figure of apparel imports from Vietnam in the first six months of the year, which will serve as the basis for the US Department of Commerce (DOC) to decide whether to keep the apparel imports monitoring programme. The figure will not be officially announced until mid August.
However, Mr An has estimated, based on export turnover in the first five months of the year, that the apparel exports in June witnessed the growth rate of 25%. Last year, when the quota scheme was still applied, the average growth rate of apparel export to the US was 21%.
Regarding the export price, Mr An said that the processing unit price remained firm, just witnessing slight decreases compared to last year’s levels though the processing fee could be lower thanks to the removal of the quota fee. “No signs of dumping could be seen so far,” Mr An said.
“There has been no action which the US side could use to initiate an anti-dumping lawsuit against Vietnam or set up the imports monitoring programme,” he added.
Mr An said that in the time to come, the Ministry of Industry and Trade and Vitas would join forces to access the officials’ circle of the US DOC to lobby to ease the barriers for Vietnam’s apparel exports.
Mr An has also expressed his hope that the DOC Secretary will bring a gift to Vietnam during his upcoming visit, slated for October 2007. This may be news about the removal of the monitoring programme or a reduction of the categories of apparel products under the supervision of the US.
Experts have estimated that the apparel export turnover will still reach the targeted level of $7.3-7.5bil, since enterprises have been trying to expand export markets, while not relying heavily on the US market as Vitas suggested before.
