ODA could hit yearly mark in 2007 (19/10)

“If that should happen, then this is the first time Viet Nam has fulfilled the ODA disbursement goal set out for each year in the five-year plan,” said Deputy Minister of Planning and Investment (MPI) Cao Viet Sinh.

He added that the current hurdles lay in delays in the project preparation stage and low capacity of project management units that underwent an overhaul after the Project Management Unit 18 scandal.

“There is an urgent need to sign those agreements early on projects already in place,” Sinh said.

The MPI’s figures show that ODA funds pledged by donors in the first nine months of this year number 2.097 billion USD, with 1.968 billion USD in loans and 129 million USD in non-refundable aid. In the same span of time, a total of 1.438 billion USD in ODA funds has been disbursed, which meets 76 percent of the 2 billion USD targeted for this year. Of these, loans represent 1.242 billion USD and non-refundable aid, 196 million USD.

Most of the loan agreements signed this year were mostly centred on industrial, healthcare, educational and environmental projects, particularly those funded by the Asian Development Bank and the World Bank.
