The majority of the State budget for 2008 will be spent on infrastructure development, said Deputy Prime Minister Nguyen Sinh Hung at the National Assembly’s session, on October 30.

Viet Nam will build several highways linking Ha Noi-Hai Phong-Dinh Vu port, and Ho Chi Minh City-Trung Luong, and study a project on a railway express from Ha Noi to HCM City , the deputy PM said.

Besides projects to expand two international airports, Noi Bai and Tan Son Nhat, the country will look at a possible project to build an airport on the Ha Noi-Hai Phong highway that will be able to receive 50-80 million passengers. Seaports will also be built, he added.

Regarding energy, Deputy PM Hung said the country expects to complete the first oil refinery and begin construction of the second and third by 2009, in order to be able to refine 20 million tonnes of oil per year by 2015.

Viet Nam will foster heavy industries, particularly steel and shipbuilding, aiming to the 4 th rank in the world’s shipbuilding industry.

Projects on power plants will be speeded up alongside with cooperation programmes in power production with the neighbouring countries of Laos , Cambodia and China to ensure the energy security.
