Vietnam house wants economy to grow stronger next year (13/11)

The Vietnamese parliament Monday approved a country development plan for next year which targets an economic growth of between 8.5 percent and 9.0 percent and reined inflation.

The Resolution on Socio-Economic Development for 2008 was overwhelming voted for by 441 out of 444 deputies of the unicameral National Assembly (NA), which is sitting for the month-long autumn session in Hanoi.

The legislators proposed that the government carry out effective measures next year to keep the increase in consumer goods prices lower than that of gross domestic production (GDP) growth.

Growth of 8.5 percent is forecasted this year after achieving 8.17 percent growth in 2006.

Meanwhile, the consumer price index (CPI) rose by 8.12 percent by October.

Prime Minister Nguyen Tan Dung told the session in a previous working day that exports were forecasted at US$58.6 billion and imports at $69.5 billion next year, both cases representing a 22 percent markup on the 2007 forecast figures.

That would push up the trade deficit to $10.9 billion, some 21.1 percent above the likely 2007 outcome.

Overall investment was targeted at 42 percent of GDP in 2008.

GDP is forecasted to reach $83 billion next year, which would give per capita income of $960, Dung also said.

Higher income

Vietnam's per capita income was $726 last year.

The country is therefore expected to escape the pool of low-income countries – those with per capita income of $754 or less.

House members asked that the development plan ensures people could benefit from the economic growth.

The NA resolution called for the government to create 1.7 million jobs, including 85,000 overseas jobs, universalize elementary education in 46 out 64 provinces and cities, and outline plans of education and health care support for the poor.

It called for new scientific and technological knowledge to be applied to production techniques.

In addition, the government should strengthen its fight against corruption, wastefulness, and administrative reform, reduce traffic accidents and social ills, and protect the environment.

The NA Monday also approved the draft resolution on state budget estimates for 2008.

Accordingly, the estimate revenue was targeted at $21.1 billion, estimate spending at $24.83 billion.

Furthermore, the house discussed the Bill on Red Cross Society.

Its session agenda includes a hearing session late this week in which NA deputies will ask nine cabinet ministers questions concerning pending social and economic problems
