Surprise inspections will ensure public officials behave

The situation begs for regular inspections to improving the working of public agencies.
Lam Quoc Hung, vice chairman of the Hoan Kiem District People’s Committee, said: “Officers in district agencies must always smile and be cordial.”
But he admitted that the behavior of district officials left much room for improvement.
His admission came even as three wards in the district had been found to have several “problems” relating to the attitudes of officers in handling administrative procedures.
Well after that inspection, on November 8 your correspondent returned to the district’s Chuong Duong Ward, one of the three wards in question, and witnessed a radical improvement in the attitude of an official who was hauled up last month.
Dao Thi Hoa was keener to smile this time.
She admitted her behavior had not been good enough last time but said it was because of her workload.
She was the only officer in the ward and had to handle all formalities pertaining to notarization of documents for some 20,000 residents, she said.
Considering what transpired, regular inspections will play a key role in addressing shortcomings in the attitudes of state officials and finding solutions.
Pham Thanh Cao, an official at Hanoi’s Department of Justice, also stressed the need for such regular inspections, saying it was vital for streamlining the working of public agencies.
