
Open-door policy - magnet for overseas intellectuals (31/12)

The meeting, sponsored by the Committee for Overseas Vietnamese under the Foreign Ministry and the HCM City People’s Committee, heard suggestions on cooperative programmes of hi-tech industry, tertiary education and the application of advanced technologies such as micro-chips.
Former Vice President of the National Assembly’s External Affairs Committee Ton Nu Thi Ninh said the Government should conduct necessary surveys to establish a modern database on overseas Vietnamese human resources.
“The potential database should include a concrete number of the overseas Vietnamese and make the list of programmes and projects public offered to overseas Vietnamese,” she added.
Ninh also asked the Government to lay full trust in and give full autonomy to overseas intellectuals and experts in implementing the entrusted projects.
The Scientific and Technological Department is also working on another open mechanism to further utilise overseas Vietnamese resources.
The mechanism will allow the department to act as a liaison between the local agencies and the overseas Vietnamese community, once it is approved by the municipal People’s Committee.
The department will have a right to select project executives and implement preferential policies towards overseas intellectuals working for the nation.
2007 witnessed some 495,000 overseas Vietnamese return home for visits and around 5 billion USD remitted to Vietnam.
