ODA disbursement may surpass target (19/06)

Disbursement of ODA may reach $1.75 billion and disbursement of non-refundable aid may be $250 million.
According to the agency, ODA disbursement in the first half of 2008 has been quite good but there are some concerns. The biggest of them is the time for preparing and implementing projects is often too long, from 2-3 years, which pushes project expenditures up.
The difference in formalities applied by donors and Vietnam is also a big hindrance, especially the differences in bidding, compensation and resettlement.
Other problems are the slow separation of the role of management agencies, investors and project management boards and poor capability of ODA-funded project developers.
As of May 19, 2008, the total committed ODA for Vietnam was $1.281 billion, including $1.216 billion of loans and $65 million of non-refundable aid. Japan and the Asian Development Bank (ADB) are the biggest donors.
Many significant ODA projects have been signed, for example the $245.27 million belt road 3 project in Hanoi, $182.48 million project to improve the water environment in Hue city, $145.43 million project to build the North-South expressway (HCM City – Dau Giay section).
It is estimated that the total committed ODA for Vietnam from now to the year’s end can reach $1.342 billion, comprising $1.19 billion of loans and $152 million of non-refundable aid, more than last year, $3.157 billion.
Big projects that may be signed from now to the year’s end are the Vietnam-Sweden framework agreement on development cooperation ($100 million), the framework agreement on cooperation between Vietnam and six UN organisations ($218 million), the Sixth Poverty Reduction Support Credit of the World Bank and some other donors ($170 million), Hanoi urban transport development project ($100 million) and the Mekong Delta transport project ($150 million).
