The index, compiled by US-based global market researcher AC Nielsen from on-line surveys earlier this year, fell to 84.5 per cent from 97.1 per cent in October 2008.
The global average is at a record low of 77.
The survey shows that Viet Nam has slipped from 9th to 11th in the rankings of the world's most confident countries.
It was 7th in the first half of last year and 9th in October.
Viet Nam's citizens are the 6th most optimistic about job prospects and the most confident about their country escaping the contracting economy.
About 60 per cent answered "yes" to the question "Do you think your country will be out of an economic recession in the next 12 months?"
Fifty six per cent of Indonesians, 32 per cent of Chinese, and 40 per cent of Danes gave the same reply.
About 25 per cent of those surveyed said they spent their spare money buying new technology - placing them 10th in the world and ahead of the Japanese.
The study identified job security as the major worry of Vietnamese followed by the economy, 22 per cent; work-life balance, 8 per cent; and health, 7 per cent.
The twice-yearly survey between March 19 and April 2 was done in 50 countries.
The index is based on responses to three questions regarding perceptions of local job prospects, personal finances and whether it's a good time to buy things that people need and want, all within the next 12 months.
