
ODA disbursement pledges record $3b in loans and aid (08/09)

The disbursement will include $2.7 billion in loans and $300 million in non-refundable aid.
The ministry reported that total ODA disbursement in the first seven months reached $1.47 billion, including $1.35 billion in loans and $124 million in non-refundable aid, equal to 78 per cent of this year’s target.
Besides disbursement of other ODA projects from now to the year end, the country will receive $350 million in ODA from the World Bank and $500 million in ODA from the Asian Development Bank.
Viet Nam’s reform of administrative procedures related to ODA has helped hasten disbursement, according to the ministry.
The effort of ministries, sectors and localities in encouraging rapid site clearance for ODA projects had also contributed to higher disbursement figures, the ministry said.
In addition, ODA donors had worked with Vietnamese agencies on initiatives that improve the effectiveness of ODA procedures.
Dr Nguyen Minh Phong of the Ha Noi Institute for Social and Economic Research said the increase in ODA disbursement this year would play an important role in developing the economy.
Most ODA disbursement, especially from Japan, is used to invest in infrastructure projects.
With $3 billion of ODA disbursement this year, Viet Nam had had an important source for stimulus investment and economic growth, Phong said.
