Year of Progress in Green Industry Promotion (05/01)

In the era of economic globalization, the development of industries and trade is having a big impact on the environment, natural resources and human health. Environmental pollution is caused by industrial production and trade facilities, the use and import of old equipment and outdated technologies, waste materials and substandard products.
Nguyen Van Thanh, the deputy director of the MoIT’s Industrial Safety Techniques and Environment Agency, said that this agency is responsible for managing and boosting environmental protection activities of the industry and trade sector.
In recent years, businesses paid more attention to environmental protection. Notably, since Governmental Decree 81/2007/ND-CP was promulgated, most businesses have established a specialized department to deal with environmental matters. For example, the Vietnam National Coal and Mineral Industries Group (Vinacomin) established its Environment Department and an exclusive fund for environmental protection 10 years ago. The Electricity of Vietnam (EVN) Group also has a specialized department dealing with scientific, technological and environmental matters. The Vietnam National Oil and Gas Group has the Health Safety and Environment Department. The Vietnam National Petroleum Corporation has the Safety Techniques and Environment Department.
At the local level, the Industry and Trade Departments act as an advisor to help the People's Committees of provinces/cities perform their State management function in the field of industry and trade. Industry promotion centers and market management forces of Industry and Trade Departments provide businesses with instructions to help them apply cleaner production methods in an effort to minimize environmental pollution and protect the environment.
Following Decision 64, in 2010, the MoIT continued to deal thoroughly with production facilities that seriously polluted the environment. In the first phase, the ministry made a list of 71 production facilities that are required to deal thoroughly with environmental pollution. Up to September 2010, 34 of those production facilities have received a certificate for fulfilling the task of dealing thoroughly with environmental pollution; 23 facilities have implemented the requirements of Decision 64 but have not received a certificate; and 14 facilities were in the process of implementing the requirements of Decision 64.
The MoIT has promulgated many policies and regulations on environmental protection that are applied to all businesses. The MoIT has taken the initiative of coordinating with other ministries and departments concerned to propose legal documents on environmental protection and climate change prevention in the industry and trade sector. In October 2010, the MoIT organized a workshop to discuss policies and orientations to develop the environmental industry in Vietnam. Many managers and scientists who attended this workshop shared the opinion that Vietnam has great potential to develop the environmental industry and that appropriate policies must be put in place to promote this industry.
In March 2010, the MoIT and the EVN Group, in association with the Ministry of Natural Resources and Environment, organized a workshop to kick off the Vietnam PCB Management Project in order to build Vietnam's national capability to manage PCB (Polychlorinated Biphenyls) that have a harmful impact on human health and the environment.
In 2010, Vietnam paid much attention to promoting the application of cleaner production and energy conservation methods, reuse and recycling of waste materials, and building the ISO 14.001 environmental management system. It is preliminarily estimated that 18 sectors in Vietnam must invest about VND124.31 trillion in environmental protection.
In 2011, the MoIT will promote the development of the Vietnamese environmental industry and cleaner production in industry. In addition, the ministry will accelerate the implementation of the action plan designed for coping with climate change and intensify the application of clean, environmental-friendly technologies to build sustainable models of industrial production. The MoIT will also cooperate with concerned organizations to create suitable financial mechanisms to serve the implementation of environmental protection and climate change prevention programs/strategies./.
