UK experts told that at a seminar entitled, "Realizing PPP Opportunities in Vietnam", which was held recently in Hanoi to help Vietnam successfully apply the PPP model on a trial basis.
Antony Stokes, the UK Ambassador to Vietnam, said that PPP has created a foundation for modernizing public services in the UK in the last 12 years, with more than 900 projects and hundreds of millions of US dollars worth of total investment capital of private enterprises.
In consideration of the great success for PPP in the last 12 years in the UK, experts said that to become an industrialized country in 2020, Vietnam needs to invest much more in infrastructure, and PPP is the key to make the goal happen.
The development of foreign investment in Vietnam for years now has proved that investors are interested in those provinces/cities with favorable infrastructure such as Hanoi, Ho Chi Minh City and Da Nang.
Sharing this point of view, Vietnamese Deputy Minister of Planning and Investment Dang Huy Dong said that PPP is an important step to contribute to developing infrastructure in Vietnam.
Particularly, this step is even more important now that Vietnam is becoming an average-income country that is receiving less preferential loans and is nearing commercial loans. This requires the country to draw-up a specific strategy to attract investment and seek new partnership opportunities for economic development.
Moreover, PPP development will not only bring about interests to the country but also to related parties. For this reason, it is necessary to build infrastructure and raise sources of capital for infrastructure development in Vietnam.
Nguyen Thi Bich Van, the deputy head of the Foreign Investment Department of the Ministry of Planning and Investment, and Ho Quang Minh, the head of the Foreign Relations Department of the Ministry of Planning and Investment, said that foreign investors are very concerned about PPP in Vietnam, particularly now that Prime Minister Nguyen Tan Dung has concluded Decision 71/2010/QD-TTg, regarding the enforcement of a regulation on trial investment in the PPP form for 3-5 years beginning January 15, 2011. This would allow for the development of several projects and create a basis for Vietnam to continue improving policies and laws on PPP investment./.
