What results did the National Program on Energy Efficiency and Conservation obtain in 2006-2010?
In the first stage of the National Program on Energy Efficiency and Conservation (2006-2010) six tasks assigned by the government according to Decision 79/QD-TTg on April 14, 2006 were implemented including: strengthening the government management of energy efficiency and conservation and improving organization structure of energy conservation; enhancing communications programs and popularizing information to raise the community awareness of energy efficiency and conservation and the environment protection; encouraging production and use of high energy efficiency products and gradual elimination of out-moded equipment; and encouraging industrial production businesses, buildings and the transport sector to save energy.
Thanks to successful fulfillment of those tasks, the program saved 4,900 Kilotonnes of Oil Equivalent (KTOE), equal to 3.4 percent of energy consumption in this period. This is a significant result, creating a foundation for implementation of the program in the second stage (2011-2015).
What were the difficulties in implementing the program?
The largest difficulty was the lack of capital to fund the program. The capital of the program in the last five years (2006-2010) was more than VND160 billion, VND45 million of which was used for construction. That means every year, the program was funded with just VND40 billion. The lack of the capital prevented the efficiency of the program.
The second difficulty was the lack of the government's subsidy for energy price. Energy price, which is not based on the market mechanism, did not encourage energy users to save it.
What are the solutions to overcome difficulties in the second stage of the program (2011-2015)?
In the second stage, the program will continue to realize the six tasks proposed in the first stage. However, the program will focus on saving energy in industrial production and transport. In addition, communications programs will be intensified to improve the community awareness of energy conservation and efficiency. At the beginning of 2011, the law on energy conservation and efficiency started to take effects. The government will continue to outline and issue sub-law documents such as resolutions and circulars instructing implementation of the law. Mass media plays an important role in popularizing resolutions and circulars, encouraging people to use energy effectively.
Furthermore, energy price will be adjusted to close to the market price to encourage energy users to save energy. The program is striving to save 5-8 percent of energy consumption in the second stage of 2011-2015.
Vietnam is rich in renewable energy. How will renewable energy resources be developed in the coming time?
Using new energy and renewable energy plays an important role in energy efficiency and conservation. Those energy resources will help us to save traditional energy such as thermoelectricity and hydroelectricity. The project on using Biogas in rural areas of Ninh Binh Province and the wind power electricity project in Ninh Thuan are the typical successes in using renewable energy.
At present, the Ministry of Industry and Trade is drafting support policies for wind power electricity to make submission to the government. In the coming time, the government and the ministry will continue to issue policies to encourage people and businesses to use renewable energy./.
