A new sewing factory has just been built and begun operations within three months, bringing new vitality to an agricultural-based village. The great effort was made by officers of the Industry Promotion and Development Consultancy Center No 1 (IPDCCN1) under of the Agency for Industrial Promotion, enterprises, local authority and people.
Hai Duong Commune (Hai Hau District, Nam Dinh) was one of 11 pilot communes in Vietnam which were selected for the construction of a new rural area. Nguyen Van Tuan, chairman of Hai Duong Commune People's Committee said that the commune is an agricultural village. The village's major source of income is coming from two crops a year. Many people have to leave their hometown to find jobs in other places; with the number of working age people has been reducing.
In late 2010, the IPDCCN1 implemented a project that supported vocational training for Hai Duong villagers with a view to build a new rural village. Before the training course was started, IPDCCN1 officers cooperated with the local authority to conduct an employment needs assessment to find appropriate jobs for local people, prepare necessary infrastructure facilities for the training course and promote information in various forms. IPDCCCN1 officers have worked closely with local people to ensure that the project would be effectively implemented. After three months, with support worth VND270 million from the national industry promotion program, the IPDCCCN1 successfully held an industrial sewing training course for 300 local people.
However, as Hai Duong is a purely agricultural village, it is difficult for these trainees to find job in the locality. To tackle this problem, the IPDCCCN1 called on enterprises to building a sewing factory in Hai Duong commune. Vu Thanh Khe, vice head of the Industry Promotion Department of the IPDCCCN1 said that calling investment from enterprises had proved very hard because Hai Duong Commune has poor infrastructure facilities and transportation that required more investment in this sewing factory. As great efforts have been made by industry promotion officers and the commune people's committee, the Hai Duong Investment Joint Stock Company has been completed and entered operation.
Nguyen Khanh Son, director of the company said that to date, the Sewing Factory No 1 has been in operation for three months, providing jobs for more than 300 local workers with an average income of 1.9 million per person per month. The company revenue is expected to reach VND36 billion in 2011 from eight production lines. It is planning to extend the factory in the near future.
"Without support from the IPDCCCN1, Hai Duong Commune would not have had a new sewing factory and local people's lives would not have been better" says Nguyen Van Tuan. He highly appreciated the role of industry promotion activity in building a new rural village by saying "The active support of the IPDCCCN has helped Hai Duong Commune successfully implement the two most difficult strategies of 19 strategies on building new rural areas, which are labor restructuring and income insurance. Apart from the changes in people's lives; the awareness and working style of local people have been enhanced notably. In the near future, Hai Duong People's Committee will implement a land projection which will use public land to build industrial sites and industrial parks. A bright future awaits Hai Duong villagers in the near future./.
