In 2006, Dong Thap ranked 21 among 63 provinces and cities in PCI. Industrial production faced a lot of difficulties. However, thanks to sound investment promotion programs and priorities to investors, craft and industrial production has played an important part in Dong Thap economic development strategy. In 2010, the province's industrial production value reached more than VND10.15 trillion and industrial production accounted for 27 percent of the provincial economic structure. Export revenue hit US$585 million. Many businesses in the province earned annual revenues exceeding VND1 trillion and plan to expand production and the scale of their businesses. At present, there are more than 120 investment projects with total capital of more than VND9 trillion. Among those, 69 projects have become operational, 19 are under construction and 32 are preparing procedures in the fields of frozen seafood processing, rice processing, glutinous rice and shrimp cake producing and export agricultural products processing.
Chairman of the Dong Thap Province People's Committee Le Minh Hoan said that the encouraging figures are the result of improved local authority management capacity, efforts by local people and business. Businesses in the province have acted as goods producers and investors who work with local authorities to realize development targets, contributing to the development of industry, agriculture, trade, services and other economic sectors. Many businesses in the province assess the transparency of investment procedures, local authority friendliness to business and support to overcome difficulties in production, business, and site clearance compensation as key factors for the province's successes in attracting investors. This proves that the local authorities are determined to boost economic development. The determination is a favorable condition for the province to realize 2011-2015 socioeconomic development targets, turning it into a province with rapid economic growth rate in the Mekong Delta.
However, according to Vu Thanh Tu Anh, research director of the Fulbright Economics Teaching Program, high PCI does not mean a dynamic economic growth rate. To strengthen provincial competitiveness, there is a need to obtain successes in many economic sectors at the same time, and overcome the main difficulties preventing provincial development. Therefore, Dong Thap should enhance investment in infrastructure in the fields of agricultural, transport, industrial zones, and urban development among which the transport system plays an essential role, especially the transport route from Ho Chi Minh City to Dong Thap. The Trung Luong-Can Tho Highway will be constructed, making it a necessity for the province to build a road to connect with the highway.
According to the Dong Thap Province's socioeconomic development master plan until 2020 on March 30, 2011, the province will strive to obtain the economic of growth rate of 13 percent and 11.7 percent annually in 2011-2015 and 2015-2020 respectively and export revenue of US$650 million and US$1,350 million in 2015 and 2020 respectively. In terms of trade and services, the province will try to grow 15 percent annually. Dong Thap strives to see high economic growth rate compared to other provinces in the Mekong Delta with Gross Domestic Product of US$1,500 in 2015 and US$2,900 in 2020, deserving of its reputation as the gateway to the Mekong Delta.
To realize those targets, apart from maintaining and continuing to raising competitiveness, Dong Thap will focus on exploiting its advantages in the field of agriculture in combination with building rural areas according to new criteria, and improving people's living standard in the rural areas. Different sectors and localities are responsible for drafting developmental directions and strengthening cooperation with research institutes, universities and the scientific community to make plans./.
