When the second stage of the government project on simplifying administrative procedures (also known as project 30) was completed, the Ministry of Industry and Trade surveyed 209 administrative procedures under the ministry's management. According to the Ministry's statistics, after finishing the project, VND56 billion had been saved, equal to 40 percent of the costs for administrative procedures before the project. At present, the third stage is being carried out. Methods to reduce administrative procedures will be adopted at this stage.
Reform means reducing inconveniences and costs
According to the project on simplifying administrative procedures, the Ministry is striving to reduce unnecessary procedures. The ministry will check all procedures and try to decrease the cost for procedures rather than lowering the number of procedures.
The ministry will cut administrative procedures which require larger costs than the benefits they create, or reduce the frequency of their implementation, while retaining government management.
Online public services play an important role in administrative reform at ministerial departments. Online public services are considered a breakthrough for administrative reform. Since their implementation in last May, online public services have helped people to reduce time and money on dealing with documents, strengthening business competitiveness and supplying accurate and timely information and statistics for management bodies.
Implementation of administrative reform in some localities
To realize administrative reform, the Dien Bien Province Department of Industry and Trade has focused on reforming institutions and administrative system, improving the quality of officials in governmental departments and innovated public finance. Up to now, the department has finished announcing administrative procedures in the fields of goods transportation within the country, consumer goods, international trade and complaint resolutions. These simplified administrative procedures have created favorable conditions for individuals and organizations. In applying the one stop mechanism, the department has publicized all regulations on administrative procedures, reduced complicated procedures and waiting time for people. Tasks have been clearly assigned to each official. In particular the responsibilities of leaders of administrative organizations have been enhanced in terms of autonomy and personal responsibility.
It has been two years since the Hai Duong Province Department of Industry and Trade implemented one stop mechanism in order to deal with requirements of individuals and organizations, helping them increase business and production efficiency. Specifically, the procedures of issuing new business licenses for multi-level sales organizations will be finished within 15 days with procedures for reissuing business license for those organizations resolved within five days. Issuing business license for selling cigarettes, alcohol, oil and gas and the opening of offices of foreign businesses will be dealt with no later than 15 days if the paper work is in order.
The Gia Lai Province Department of Industry and Trade has publicized administrative procedures (including forms, time, process and fees) on its website. Thanks to the website, individuals and organizations have access to accurate and timely information. In the first three months of 2011, the department checked and transferred 34 documents to functional departments. Those documents include 15 business licenses for oil and gas stations, five for liquidized gas shops and three operational licenses for electricity businesses. In addition, the department has taken part in designing one hydroelectricity plant.
Minister of Industry and Trade Vu Huy Hoang said: "At present, administrative reform has been realized on a large scale and seen encouraging results. Administrative reform creates numerous benefits for not only the Ministry of Industry and Trade and other governmental departments but the whole of society." As a result, according to the World Bank's 2011 Doing Business Report launched at the end of last year, Vietnam ranks ten among top economies which see the most improvement in business environment, moving up 10 places in the global rankings./.
