Powering towards Energy Efficiency (25/5)

In countries that have already recorded many achievements in energy conservation application such as Japan and the Republic of Korea, the development of human resources plays an important role in energy conservation activity. Managers in key energy institutions and establishments receive professional training in energy saving techniques, while energy auditors are well schooled in energy saving technology.
In the National Target Program on Energy Conservation and Efficiency from 2006 to 2015, one of six key activities is training management and the use of efficient, saving energy for industrial producers. Since 2007, the Hanoi University of Science and Technology has been responsible for preparing materials and organizing training on the management and efficient use of energy, saving energy for general managers, managers in charge of energy, technical officials and energy auditors in businesses. Trainees will be trained in new skills and technology in the field of energy conservation related to business. The steering committee of the Program also points out that some 3,000 key businesses need to apply energy conservation measures. Each business should have at least one energy manager. Meanwhile, there are more energy auditors who are in charge of consulting energy conservation measures.
Associate Professor Dr Pham Hoang Luong, deputy rector of the Hanoi University of Science and Technology said that "we have developed a contingent of managers and auditors in the field energy in businesses, however, there is a need to enhance the capacity of our manager and auditors in terms of skill and professional specialty as energy efficient technology in particular has developed and changed over time. Therefore, they need to enhance their capacity in terms of professionalism and practical experience. Before the law on energy conservation and efficiency was enforced, the training of energy managers and auditors was merely based on theory because businesses didn't pay attention to energy conservation measures. In addition, energy managers and auditors are located largely in big cities which hindered them from bringing into full play of their ability. Therefore, according to Pham Hoang Luong, the human energy resource training is facing difficulties in terms of quantity and quality which can not be solved at the same time. In short-term, attention should be paid to increasing the number of energy auditors to implement energy activities mentioned in the law. Then the quality of energy auditors should be improved gradually via training. It's not easy to have excellent auditors in short time period because they need to have strong experience during the times working for businesses in parallel with improving their knowledge on energy. A contingent of professional energy auditors should originate from businesses.
The market is considered one of most important factors regarding the development of energy saving counselors. When the Law on Energy Conservation and Efficient came into life, the demand on energy saving counselors increased. To have highly-skilled human resource, each business should develop an action plan. It's quite hard for small and medium sized businesses to immediately replace technology because it costs huge amount of capital. However, businesses should improve management mechanisms through low cost measures which are suitable with the size of each business to reduce energy consumption. This will lay the foundation for businesses to apply new technology. Managers and auditors rarely become excellent ones from only lectures on energy. Therefore, the rapid application of energy conservation measures into businesses is a way to build the capacity for mangers and auditors who are in charge of energy conservation activity in businesses./.
