Opportunities for support industry development
Ryoichi Nakagawa, the director of the Vietnam Investment Support Center of Japan said, the support industry has long since developed in Japan, however, it has recently been relocated to South East Asia and Vietnam in particular as Vietnam has great potential and favorable investment environment.
Dang Huy Dong, the Deputy Minister of Planning and Investment said that Vietnam was orientated towards developing an industrialized and modernized economy as part of its socioeconomic development strategy. The Vietnamese government has paid attention to calling for investment in developing high technical industries to add more value to domestic products so that Vietnam can participate in the world product value chain and develop its support industry.
Prime Ministerial Decision No 12/2011-QD-TTg dated 24 February 2011 offered a new impulse for the growth of support industry in Vietnam. With this decision, some support industries such as mechanical engineering, electronics, information technology, automobile manufacturing and resembling, textiles, garments, footwear, and support industry for high-tech industry will be given favorable conditions for development. Support industrial product development projects will be prioritized in terms of land, location and land rental fees. Projects which produce support industrial products within industrial zones (IZs) and industrial parks (IPs) for small and medium sized enterprises would be allowed to use infrastructure works, public and other services in IZs and IPs. Support in employment recruitment will also be given to these projects. Financial support will be given to support industrial product projects from the national fund for scientific and technological development and other related funds for technology transfer expenses.
To attract foreign investors to Vietnam support industry, several support industrial zones will be built such as the Vietnam- Japan Support Industrial Zone No 1 in Que Vo, Bac Ninh Province. In July 2010, the Prime Minister approved investment in the southern Hanoi support industrial zone and added this zone to the expected IZs list by 2015 with a vision to 2020.
International standard IZs should be built
Domestic and foreign experts said that despite favorable conditions for development, the support industry in Vietnam has not yet developed due to an incomplete infrastructure system and facilities and low levels of investment. Therefore, to develop support industry in Vietnam, experts said that Vietnam should build international standard IZs to raise its competitive capacity in foreign markets.
Yoshifumi Tsuio, JICA's specialist in the field of investment promotion in the International Investment Department said that to develop support industry, Vietnam should pay attention to building comprehensive infrastructure systems including water, electricity and telecommunications together with reasonable land rental fees because these are the first factors which foreign investors consider when they decide to invest in Vietnam. However, he added, Japanese enterprises also consider other services in IZs such as waste water treatment, worker canteens and banks. Vietnam should develop a contingent of highly skilled workers who have good command of foreign languages to meet the demands of foreign investors in Vietnam./.
