Support Industries Get Welcome Support (31/8)

It has received active support from the Government through numerous policies. Vo Anh Tuan, the deputy director of the Saigon Hi-tech Park (SHTP) Board of Management said domestic enterprises in the hi-tech park have high demand for spare parts and accessories to promote their products in the domestic market, but most of them have to import spare parts because the local market cannot meet their demand. Therefore, it is necessary to actively develop the support industry in order to meet the needs of enterprises. Currently, the Saigon Hi-Tech Park has four projects in the field of support industry with total capital of almost US$150 million.
Nguyen Thi Minh Thu, the head of Investment Promotion and International Relations Office of the SHTP Board of Management said that Vietnam as a whole and Ho Chi Minh City in particular has great potential for developing support industries. Regarding the international context, the China plus one policy has driven a Foreign Direct Investment (FDI) wave in agricultural production towards Vietnam. To reduce production costs and increase competitiveness, enterprises are required to develop a strategy focusing on supply chain investment. Regarding the domestic situation, the national economic development strategy by 2020 has set a target that the value of hi-tech products and applied technology products will account for 45 percent of the country's Gross Domestic Product (GDP). This target requires intensive investment in support industries in which enterprises play a key role. SHTP has currently focused on four sectors including microelectronics and information technology; precision mechanical engineering, automation; biotechnology, new materials, nano-technology and new energy. There is great demand in the fields of microelectronics and precision mechanical engineering because most enterprises in SHTP have to import spare parts and accessories from China, Malaysia and Japan. The quality of products made by Vietnamese enterprises is low and unstable while the quality management process has not met the strict requirement of high-tech production enterprises.
SHTP has set the development strategy for support industries through a memorandum of understanding with Intel to develop the high-tech support industry. Intel is committed to enhancing the capacity of domestic enterprises and supporting the SHTP to establish a verification center in Ho Chi Minh in the next three years. The center intends to assess product quality and potential services offered by enterprises capable of becoming Intel suppliers. In the second development phase of the high-tech park, Ho Chi Minh City offered 14.5ha for enterprises supplying spare parts and accessories for high-tech production. SHTP is estimated to give land to enterprises in the field of support industry in early 2012.
In parallel with on-site planning, SHTP is supporting enterprises within the hi-tech park to seek local and foreign suppliers. In the second phase, SHTP will intensively call local investors to invest in Research and Development (R&D), and scientific and technological training in order to balance the development of SHTP.
In a general context, the government has promulgated numerous policies to actively assist the development of support industries. Support industries including mechanical engineering, electronics-information technology, automobile manufacturing and reassembling, textiles, garments, leather, footwear and the support industry for high-tech development will receive support in accordance with Circular No 96/2011/TT-BTC issued by the Ministry of Finance guiding the implementation of the financial policy regulated by the decision No12/2011/QD-TTg. Numerous solutions include import tax exemptions for equipment and machinery and specialized vehicles used in production which are not yet produced by domestic enterprises; transport vehicles such as buses over 24 seats or transport means via waterway. SHTP has actively implemented several programs to assist enterprises, such as holding training courses on quality management systems for enterprises within the hi-tech park, planning 14.4ha of land for the support industry, and developing a support industry database in order to provide information on the support industries to enterprises within SHTP.
Active action by the government, localities, industrial zones, and hi-tech parks promise to create a driving force to develop domestic support industries while contributing to the development of the economy. The strong development of the support industry will create an opportunity for developing Vietnam's economy./.
