Ensuring good rice varieties
Statistics
from DCP showed that, in 2011 the agricultural sector directed to
increase third rice crop production by 500,000 ha in the Mekong Delta
according to Government Resolution 11. Thanks to a record production,
rice became one of the four agricultural products that had export
revenues of more than US$3 billion, along with seafood, wood and
rubber. However, Nguyen Tri Ngoc, the Director General of DCP said that
2012 will be a hard year for rice production due to the impacts from
climate changes, limiting farm land and Vietnam growing population.
Therefore,
DCP sets a target of keeping rice export volumes stable in 2012 at 6.8
million tonnes while also focusing on raising rice value, of which
seasonal production will be adjusted and rice varieties will be used
reasonably. Northern regions will cultivate in late spring crop and the
Mekong Delta will focus on autumn and winter crops.
Cao
Duc Phat, the Minister of Agriculture and Rural Development stressed
that from this year to 2016, the ministry will continue to invest in
projects that do researches to create new rice varieties with high
yields, better quality and are adaptable to changes in the weather and
different ecological conditions. Particularly, the Mekong Delta will
focus on creating a rice variety for export for winter-spring crop
production which is 7mm in length, clear and has 20 percent of amylose
content.
Develop a trademark for rice exports
In
the context of economic integration, it is vital to build a trademark
for rice exports to increase competitiveness in the world markets,
especially the US and the European markets. In order to develop a
trademark for rice exports, MARD carried out a number of specific
solutions, including organization of large rice fields as samples and
production under GAP standards to produce a large and correlative rice
quantity.
In
addition, the rice production sector has plans to develop technologies
for post-harvest processes and standards for grinding factories and
storehouses. It also intends to establish a rice purchasing system and
encourages rice purchasing contracts between export rice processors and
farmers. To create favorable conditions for the implementation of these
plans, MARD promulgated Decision 2049/QD-BNN-CB on September 6, 2011 to
approve the planning of Vietnam Food distribution system until 2020 and
long-term vision until 2030
The
ministry is also submitting a Decision to the Government to enhance
coordination among the State, farmers, scientists and businesses in
producing, processing and consumption of agricultural products. Cao Duc
Phat added that through the trade promotion activities, MARD will
develop trademarks for a number of domestic rice varieties such as Tam
Xoan rice in Hai Hau district, Nam Dinh Province and Cho Dao rice in
Long An Province. As regarding the US and the European markets, the
ministry expects to increase the volume of rice exports to both markets
in 2012 and the next five years, in which high quality rice such as
fragrant rice and Jasmine rice will be exported to the US and the
Vietnam five- percent broken rice and sticky rice will be shipped to
European markets./.
