Accordingly, the Prime Minister asked the Ministry of Planning and Investment shall coordinate with other ministries and agencies to review and evaluate the policies to develop IPs, export processing zones (EPZs), EZs and to draft a supplementary amendment to some articles of the Decree 29/2008/ND-CP dated March 14, 2008 on the development of IPs, EPZs and EZs.
In addition, the Ministry of Planning and Investment, Industry and Trade Ministry ought to review the planning, establishment and operation of EZs, IPs and ICs; to propose measures to deal with their poor performance results, wasting land and causing environmental pollution; and to review and adjust the development master plan toward 2020 for EZs, IPs and ICs in Vietnam.
In reviewing the policies and adjusting the development master plan, the Prime Minister announced a suspension of additional plans and establishments of EZs, IPs and ICs in the country until a new prime ministerial direction.
The Directive also requires the Ministry of Planning and Investment to coordinate with other ministries and agencies to review and select a number of EZs to prioritize development in the period from 2013, and to submit to the Prime Minister for approval in the second quarter; to complete the central budget-supported program on infrastructure development at local IPs with economic difficulties.
Strict measures will be applied to handle the projects in EZs, IPs and ICs which prove inefficient and fail to comply with the provisions of the effective law. The revocation of investment certificates for projects that violate regulations will also be considered.
EZs, IPs and ICs investment should be selective and driven by industries that each locality has the potential; prioritize ancillary industries, advanced technological and eco-friendly projects; ensure the coherence in the course of examination and grant of certificates of adjust investment for projects in the EZs, IPs, ICs, especially taking into account the complexity and scale of projects in the field of investment conditions.
Directive also requires the Ministry of Natural Resources and Environment, Ministry of Construction, Ministry of Finance and Ministry of Interior to consider the problems of land use clearance, environmental pollution, housing for workers in IPs; to conduct impact assessment study of the tax incentives and financial policies for EZs, IPs and ICs, and to strengthen monitoring and evaluating the State management agencies' role in EZs, IPs, and ICs.
With this Directive, it is expected that the problem exists with the operation and management of EZs, IPs, and ICs will soon be solved./.
